IDEM Announces Round One of Indiana VW Funding Opportunities is Open and Accepting Project Applications

The Indiana Department of Environmental Management (IDEM) has announced they are accepting applications for projects that will significantly reduce diesel emissions across Indiana. Applications are due by 5pm EST, June 17, 2019, and will be made in awards from $50,000 to $2,000,000.  This is a statewide program supported with funds from Indiana’s portion of the national Volkswagen Mitigation Trust Fund.  This announcement is focused on on-road and off-road equipment and vehicle.
 
Approximately $9.83 million is available through this first Round of awards from the Indiana Volkswagen Environmental Mitigation Trust Program for on-road Class 4 -8, and off-road equipment and vehicle repowers and replacements with newer, cleaner alternatives of various fuel types.  Off road equipment and vehicles includes: airport ground equipment, forklifts, port cargo handling equipment, ferries, tugboats, and freight switchers.
 
The Program will post additional Round 1 solicitations for the Diesel Emission Reduction Act (DERA) Option, which offers funding for fuel economy improvement and emission reduction technology project proposals.

IDEM Opens 2019 DieselWise Grant Program

T​he closing date for receipt of applications is February 22, 2019, 5:00 p.m. ET
 
The total estimated funding for this competitive grant opportunity is approximately $585,000. Projects that’s provide matching funds will be given higher consideration in scoring process.
 
DieselWise Indiana anticipates awarding cooperative agreements from this announcement ranging from $20,000 to $250,000, subject to availability of funds and the quality of proposals received. Additional funds may be available in the near future. Project proposals submitted under this grant opportunity may be awarded from these additional funds.

​Note: If interested in the Diesel Vehicle and Equipment Replacement category, the vehicle/equipment being replaced will be scrapped or rendered permanently disabled or returned to the original engine manufacturer for re-manufacturing to a certified cleaner emission standard. Drilling a hole in the engine block and manifold and disabling the chassis while retaining possession of the vehicle/equipment is an acceptable scrapping method.

Trucks Park Here System Debuts Making Indiana Interstates Safer

INDIANAPOLIS – The Indiana Department of Transportation today announced the launch of the Trucks Park Here system, a multi-state, regional effort to make interstate travel safer by creating a network of safe, convenient parking areas for truckers with the ability to collect and share real-time parking availability with drivers through dynamic message signs, smartphone applications, and traveler information websites.

Although access to safe and convenient parking areas for trucks is essential for a robust freight transportation network, truck drivers consistently have difficulty finding areas to safely rest. Drivers who have not located parking before reaching their hours of service limits are often forced to park illegally or unsafely, often on the shoulders of highways, on and off-ramps, or at abandoned facilities.

“Freight movement is critical to Indiana’s economy with more than 1.5 billion tons transported through our state each year,” Indiana Department of Transportation Commissioner Joe McGuinness said. “With much of that freight moving through Indiana on our highways, providing real-time information to truckers on where to find safe parking at the end of their shifts is one of the most effective ways we can preserve safety for all motorists. INDOT is proud to join seven other states in making interstate travel safer across our region.”

A 2013 study found that 83 percent of drivers routinely took longer than 30 minutes to find parking. It is estimated that the search for safe, convenient parking annually costs the country $4.4 billion and increases CO2 emissions by 3.3 million tons.

According to the National Transportation Safety Board, 30 to 40 percent of semi-truck related accidents are the result of driver fatigue. By using this system, drivers can monitor parking availability and make better-informed parking decisions as they near the limit of their federally mandated hours of service.

“A fatigued driver can be as much of a threat on the road as an intoxicated driver,” said Indiana State Police Superintendent Doug Carter. “Helping professional drivers make informed decisions of when and where they can safely park and rest helps make Hoosier roads safer for every motorist.”

INDOT will feature 19 sites in the Trucks Park Here system along Interstates 65, 69, and 70. These routes are among some of the most important corridors in the U.S. with truck volumes already exceeding 25,000 trucks per day and expected to grow. These high truck volumes create congestion at parking sites, making it difficult for truck traffic to easily locate safe, convenient parking during peak rest hours.

Trucks Park Here uses existing intelligent transportation systems (ITS) infrastructure and capabilities, along with emerging vehicle detection and data collection technologies, to monitor the availability of truck parking. It provides real-time information through multiple platforms to commercial vehicle operators for over 150 parking sites across the Midwest. Since over-the-road truck drivers typically travel at least 500 miles in a day, they will benefit most from this seamless system unbound by state lines and capable of future expansion to additional freight corridors and states.

Along with Indiana, Trucks Park Here sites will be deployed along major interstates in Iowa, Kansas, Kentucky, Michigan, Minnesota, Ohio, and Wisconsin.

Development of the Trucks Park Here system began in 2016 and was funded in part by a $25 million Transportation Investment Generating Economic Recovery (TIGER) grant from the U.S. Department of Transportation of which Indiana received more than $4.1 million. INDOT also contributed nearly $609,000 in state matching funds.
